According to Education Department Secretary Tashi Chophel Lepcha, the state’s low fertility rate is the reason why the Sikkim government intends to temporarily shut 17 additional elementary schools this year owing to dwindling enrollment. Low enrollment, he noted, is still a problem for the educational system.
