Antonio Guterres, the secretary-general of the United Nations, issued a warning on Monday that the mighty were trampled under international law and that “the rule of force” was growing. “Human rights are being attacked on a global scale,” Mr. Guterres said at the beginning of the annual session of the UN Human Rights Council in Geneva.
